Answered by Justin Madders - Parliamentary Under Secretary of State (Department for Business and Trade) The Department for Business and Trade (DBT) operates a flexible resourcing model to support for matters relating to international trade, and not every employee in scope solely supports this function, full time. DBT defines the scope of this question to be employees whose primary profession has been recorded as “International Trade". Statistics are available from the DBT Annual Civil Service Employment Survey and are published on Gov.uk. The DBT was created in 2023, and official professions data specific to this department is only available from the 2024 survey. The figure provided includes payroll domestic, and UK based overseas staff in-post in DBT on 31 March 2024. Professions data prior to 2024 was provided by DBTs predecessors, the Department for Business, Energy and Industrial Strategy and the Department for International Trade. We recognise the importance of strengthening the resilience of UK supply chains to boost our preparedness for potential disruptions and shocks, Further consideration will be given to this in our forthcoming Trade Strategy. More widely, we are carrying out a full and comprehensive audit of the UK’s interests with regards to China, which will bring a consistent, long-term and strategic approach. |

Asked by: Mundell, Oliver (Scottish Conservative and Unionist Party - Dumfriesshire) Wednesday 26th April 2023 Question To ask the Scottish Government what representations it has made to the UK Department for International Trade regarding the interests of Scotland's agricultural sector in future trade negotiations. Answered by Gougeon, Mairi - Cabinet Secretary for Rural Affairs, Land Reform and Islands The Scottish Government has repeatedly made the case, to all relevant departments of the UK Government (in correspondence and in a range of established forums) for a guaranteed role in all stages of the negotiation and implementation of UK Free Trade Agreements (FTAs) to protect and promote Scottish agricultural priorities. This is because, while the negotiation of FTAs is reserved to the UK Government, trade deals cover many devolved issues which have significant implications for Scottish agri-food producers and for our economy. The Scottish Government had previously not been given full sight of relevant FTA chapter texts or supporting data from the Department of Business and Trade in the negotiation of the recent agreements such as UK-Australia and New Zealand deals. Through a recent information sharing agreement with the Devolved Administrations, the UK Government has now accepted the benefits of sharing greater information on trade negotiations, such as the agri-food elements of the agreement in principle on CPTPP accession. We welcome this progress, and the Scottish Government will continue to work regularly and collaboratively with the UK Government in the interests of the Scottish agri-food sector, including by seeking further assurances from the UK Government about the agri-food elements of the UK-CPTPP agreement at the recent 17 April meeting of the Inter-Ministerial Group on Environment, Food and Rural Affairs. |

Answered by Minister for Economy The support for businesses participating in Welsh Government trade missions and events varies according to the event and business need. The trade missions to South Africa and Australia were virtual, whereas Canada, Japan and Qatar involved travel to those markets. All businesses can participate in pre-mission briefings which provide information in readiness for the mission to take place. Eligible businesses are also able to receive additional subsidised support to help prepare them for the trade mission, through Welsh Government International Trade Advisors. This can include bespoke one-to-one export programme support to investigate and qualify the destination market; identify the best route to market - including potential new customers or clients; and, arrange one-to-one meetings to take place during the mission. For physical ‘in-person’ trade missions, the Welsh Government arranges subsidised travel and accommodation for eligible businesses and officials accompany the mission to provide support during the visit. In-market briefing sessions also take place and focus on the local business environment, delivered by Welsh Government overseas teams, or other in market partners such as the Department for International Trade (DIT). Networking events are also organised with the wider business community providing further opportunities for businesses to make contacts in the market. For virtual missions, such as Australia and South Africa, all pre-mission support takes the same format, however, the ‘in-market’ meetings take place virtually. |

Answered by Minister for Economy Welsh Government works closely with the Department for International Trade (DIT) at both ministerial and official level. At the outset, we engage with DIT on its negotiations of new Free Trade Agreements to ensure these reflect the needs of businesses in Wales. Alongside this, as part of the delivery of our Export Action Plan for Wales, we work in partnership with DIT and the wider export ecosystem to ensure businesses can make the most of the opportunities that trade deals can bring. Earlier this year, I announced over £4m funding to deliver a major package of support to help Welsh businesses export globally. The funding includes a range of support for businesses to prepare for and maximise opportunities from any new free trade agreements, including one to one support to businesses to undertake market research and regulatory requirements; a programme of webinars on specific exporting topics and markets and support to visit markets through trade missions. This year, we have supported trade missions to Canada, Japan, Qatar, South Africa and Australia and have further plans to undertake trade activities to Mexico, UAE and Ireland. Our overseas teams are vital in the delivery of these events, as well as working in partnership with the wider DIT overseas network to maximise the support and opportunities for Welsh businesses in their preparation and whilst in market.

Answered by Minister for Economy The Welsh Government has positive engagement with the Department for International Trade (DIT) at a number of levels. This includes direct engagement between Ministers and regular quadrilaterals between the Devolved Administration officials and DIT at both senior level (Executive Forum) and operational level (Partnership Forum). DIT has taken part in a number of Welsh government-led events such as our Explore Export annual conference and webinars and also works with us to provide support for exporters to attend overseas trade missions and exhibitions. This works especially well in countries where Welsh Government does not have a presence. Our overseas teams also work alongside their in-market UK government partners to deliver support for inward investment and export activities. |

Answered by Minister for Economy As the world has started to open up from the crisis of the pandemic, we have increased our efforts to proactively engage with clusters, stakeholders and companies across the world to attract FDI into Wales - especially within those sectors of the economy where we have real international class capabilities. I have personally met with a number of investors both in Wales and overseas and will continue to do so as we position our strengths in a competitive market. –In the last few weeks, we have hosted 25 delegates from the Japanese Wind Power Association in north Wales who heard first-hand about this outstanding sector and the possibilities for investment. This was followed by an offshore wind mission from Kitakyushu with a further 15 delegates from a range of companies visiting locations across north, west and southeast Wales. We continue to work closely with the Department for International Trade to ensure that UK Government works for Wales, across its global footprint and that propositions are put forward to investors where a Welsh location can add value. |

Answered by Minister for Economy, Transport and North Wales The combination of North Wales’ renewable energy pedigree together with its strong reputation for value added manufacturing means the region is well placed in supporting the attraction of industies that are at the forefront of battery technologies. We continue to push the merits of the location to BEIS and DIT as well as to other critical stakeholders in this evolving marketplace. Officials have dealt with enquiries from potential investors in large scale battery manufacturing facilities and sought to identify suitable sites to accommodate them in the region. Large scale battery storage installations are increasingly being considered to support local and national grid transmission networks, especially in accommodating increasing levels of renewable energy onto the system. Where renewable energy generators or grid operators identify need for such installations, my officials would be happy to discuss specific requirements. |
