NHS England, along with the devolved administrations and the Crown Dependencies, funds Mothers and Babies: Reducing Risk through Audits and Confidential Enquiries to collate ethnicity data, in relation to all perinatal and maternal deaths across the United Kingdom. They publish annual surveillance reports which provide comparators of rates of mortality for women and babies from different ethnic groups. They also publish confidential enquiries, assessing care provision along the whole care pathway, to identify areas requiring improvement.

The Maternity and Newborn Safety Investigations programme provides independent, standardised, and family focused investigations to provide learning to the health system. This includes analysis of data to identify key trends, and collaboration with system partners to escalate safety concerns.

Everyone working in the National Health Service must feel safe from any form of bullying, harassment, discrimination, or abuse, and feel confident that they can raise concerns, which will be taken seriously and acted on.

The Department welcomes the publication of the NHS England commissioned independent review into ambulance sector culture. NHS England has established a Delivery Board to deliver the review’s important recommendations. This includes actions led by the Office of the Chief Allied Health Professions at NHS England, and the Association of Ambulance Chief Executives, on stopping misogyny and improving sexual safety in the ambulance service. This programme of work will build on the work already underway through the NHS People Plan, and the Equality, Diversity and Inclusion Improvement Plan

Universities: Antisemitism and Islamophobia

To ask the Secretary of State for Education, what steps she is taking to help reduce cases of (a) anti-Semitism and (b) Islamophobia on university campuses.

This government condemns in the strongest possible terms any form of racial or religiously motivated harassment or violence. In the context of the conflict in the Middle East, there have been unprecedented rises in antisemitic and Islamophobic incidents, which are abhorrent on every level. Universities should be welcoming and inclusive environments and higher education (HE) providers have a responsibility to take a zero tolerance approach to any form of racial or religious harassment. They have clear responsibilities under the Equality Act 2010 to adopt robust policies and procedures that enable them to investigate and swiftly address reports of racism.

The Community Security Trust has reported an unprecedented rise in antisemitic incidents, which is totally unacceptable.

To support Jewish students, the Secretary of State for Education and I wrote to all universities on 11 October 2023, urging them to respond swiftly to hate-related incidents and actively reassure Jewish students that they can study without fear of harassment or intimidation. I wrote again to Vice Chancellors on 16 November 2023, emphasising that they must use disciplinary measures wherever appropriate, highlighting the importance of police engagement, and reiterating that student visas could be suspended where a foreign national is found to have committed or incited acts of racial hatred. This was one of the key actions set out in the five-point plan for tackling antisemitism in HE, which was published on 5 November 2023. The plan also involves:

  • ​Calling for visas to be withdrawn from international students who incite racial hatred. Visas are a privilege, not a right, and the government will not hesitate to remove them from people who abuse them.
  • ​Logging specific cases and sharing them with the Office for Students for their consideration.
  • ​Continuing to make it clear in all discussions that acts that may be criminal should be referred to the police.
  • ​Establishing a Tackling Antisemitism Quality Seal which will be an award available to universities who can demonstrate the highest standards in tackling antisemitism.

On 22 November 2023, the government announced in the Autumn Statement an additional £7 million over three years to tackle antisemitism in education. The Quality Seal will be the cornerstone of this package for universities, providing a framework of measures that will make clear what good practice is in tackling antisemitism in HE, and making sure that universities are a safe and welcoming space for Jewish students and staff, as for all students and staff.

Anti-Muslim hatred is equally abhorrent and has no place in our society. No one should ever be a victim of hatred because of their religion or belief and the government is continuing to work with police and community partners to monitor and combat it.

This government is proud to have funded Tell MAMA, a service that supports victims of anti-Muslim hatred, with over £6 million since their inception in 2012. Tell MAMA’s work has been recognised internationally as a good practice model in recording and monitoring anti-Muslim hate. The organisation has documented 2,010 Islamophobic incidents in the UK between 7 October 2023 and 7 February 2024. This represents a steep rise from the 600 it recorded for the same period the year previously. The government will not tolerate religious hatred towards Muslims and that is why the Department for Levelling Up, Housing and Communities put in place an extra £4.9 million of protective security funding for Muslim mosques, faith schools and communities.

The new Protective Security for Mosques Scheme provides physical protective security measures (such as CCTV, intruder alarms and secure perimeter fencing) in both mosques and associated Muslim faith community centres. Protective security measures are also available to Muslim faith schools. Headteachers of eligible schools were contacted directly by the Home Office in January 2023 to register their interest.

Lastly, as my right hon. Friend, Minister Buchan stated on 4 March 2024, the Department for Levelling Up, Housing and Communities plan to appoint a new independent adviser on anti-Muslim hatred, and it will update the house shortly.

The Government is clear that racism has no place in cricket, sport, or society at large. I regularly meet with the England and Wales Cricket Board to discuss a range of issues, including equality, diversity and inclusion.

It is ultimately for all individual sports’ national governing bodies, to decide on the specific aims, appropriate initiatives and funding to tackle discrimination in their organisations.

The ECB has provided a full response to the 2023 Independent Commission for Equity in Cricket report, and has publicly committed to taking on board the majority of the recommendations to create lasting change across the sport. We welcome the ECB’s commitment to tackle these serious issues and secure a sustainable future for the sport. Government will be monitoring closely to ensure that progress is made.

In the Autumn Statement last year, the Chancellor set out that the Government is considering introducing a presumption against external EDI spending and increasing ministerial scrutiny of EDI spending whilst streamlining EDI training and HR processes with a view to getting value for the taxpayer.

The Civil Service offers limited diversity and inclusion specific training through the cross Civil Service learning offer. The Civil Service work with a range of external suppliers to design and deliver these courses, a full list of which is provided here. The National Health Service is one of the most diverse organisations in this country. As of September 2023, 27.3% of hospital and community health service staff reported an ethnic minority background. However, data shows that disabled staff, staff from ethnic minority background, and staff with other protected characteristics face a worse experience of working in the NHS when it comes to abuse, bullying and harassment, and career progression.

Since 2016, NHS England has published an annual Workforce Race Equality Standard (WRES) report. Implementation of the WRES is a requirement for NHS commissioners and NHS healthcare providers, including independent organisations through the NHS standard contract. The WRES enables NHS organisations to better understand how they are performing against nine indicators covering issues such as board representation, career progression, and bullying and harassment. They are required to develop action plans to progress and improve against the indicators.

In June 2023, NHS England published the Equality, Diversity and Inclusion Improvement Plan that sets out targeted actions to address prejudice and discrimination in the NHS workforce. NHS England has also provided guidance to assist trusts and integrated care boards in adopting an improvement approach to the implementation of this plan. It is supported by a repository of good practice and a dashboard, to enable organisations to measure progress.

There is no place for discrimination in sport, or in wider society. I am committed to ensuring sport does all it can to tackle racism and all forms of discrimination.

Fans can be charged with a Football Banning Order and fined if found to use racist slurs towards players at football games. Sentences can be more severe if it has been recorded as a hate crime.

The Government has also amended legislation to extend the use of Football Banning Orders, so that online abusers can be banned from stadiums for up to 10 years in the same way violent individuals are barred from grounds.

We welcome the recent changes to the Code for Sports Governance and the ongoing work of the FA, the leagues, and organisations such as Kick It Out and the Black Footballers Partnership in challenging discrimination.

All forms of discrimination are unacceptable, and they have no place in our communities.

No one should ever be a victim of discrimination because of their race, or their religion or belief, and the Government continues to work with police and community partners to monitor and combat it.

True Vision is an online reporting portal, maintained by the police and funded by the Government. We will continue to support the police to maintain this and reinforce their relationships with communities so that they feel confident to report any instances of illegal discrimination.

We are aware of the findings of this report. We take any allegation of the promotion of racism and discrimination extremely seriously and have been clear that incitement to hatred or violence is unacceptable and should have no place in education. Any allegations of breaches of UN staff regulations and rules, including neutrality breaches, are reported to FCDO and investigated. We continue to urge all parties to condemn incitement wherever and whenever it occurs.

The UK-supported 2021 review of the Palestinian Authority (PA) curriculum found improvements in content, with previously flagged materials removed. What we really need to see is further curriculum reform from the PA and we continue to raise this with them regularly.
