Written Question
Kickstart Scheme
Monday 6th September 2021

Asked by: Duncan Baker (Conservative - North Norfolk)

Question to the Department for Work and Pensions:

To ask the Secretary of State for Work and Pensions, how many jobs included within the Kickstart scheme have been (a) approved, (b) advertised and (c) started by (i) county, (ii) region and (iii) nation.

Answered by Mims Davies - Minister of State (Department for Work and Pensions)

We are pleased to say that, as of the 31st August, over 63,000 young people have started Kickstart jobs. Over 181,000 jobs have been made available for young people to apply for through the Kickstart Scheme with over 280,000 jobs approved for funding by the Scheme.

We are unable at present to provide data on the number of approved jobs by location, as at that stage in the process we do not hold information about the exact location of a job, only the head office of the employer.

Below are tables listing the number of Kickstart jobs which have been made available and started by young people to date by geographical area of Great Britain and work sector. The figures used are correct as of the 31st August and these figures have been rounded according to departmental standards.

Although care is taken when processing and analysing Kickstart applications, referrals and starts, the data collected might be subject to the inaccuracies inherent in any large-scale recording system, which has been developed quickly.

The management information presented here has not been subjected to the usual standard of quality assurance associated with official statistics, but is provided in the interests of transparency. Work is ongoing to improve the quality of information available for the programme.

Written Question
Care Homes and Hospitality Industry: Vacancies
Tuesday 20th July 2021

Asked by: Lord Pendry (Labour - Life peer)

Question to the Department for Work and Pensions:

To ask Her Majesty's Government what steps they are taking to address the number of job vacancies in the (1) care, and (2) hospitality, sectors.

Answered by Baroness Stedman-Scott

The Department for Work and Pensions (DWP) is continuing to work with the Department for Health and Social Care, the Department for Business, Energy and Industrial Strategy, Devolved Authorities in Scotland, Wales and Northern Ireland as well as other Government Departments to fill vacancies in adult social care, hospitality and other sectors, offering training for those who need it, and securing jobs directly for those ready to move into roles.

Two websites, JobHelp and Employer Help, were launched last year by the Department in response to the COVID-19 pandemic. JobHelp offers job search advice, showcases recruiting sectors, including adult social care and hospitality, and signposts to job vacancies to help people successfully find work.

The Department is continuing to deliver the Plan for Jobs, which is focused on providing a skills and employment offer which allows people to adapt and pivot into the job roles that employers need to fill. This includes targeted provision such as Sector-based Work Academy Programmes (SWAPs) (in England and Scotland), which comprise training, work experience and a guaranteed interview for a real job.

Launched in September 2020, the DWP Kickstart Scheme is a £2 billion scheme to create thousands of 6-month jobs for 16 – 24 year-olds on Universal Credit, who have been hardest hit by the economic impact of the pandemic. As part of Plan for Jobs, Job Entry: Targeted Support (JETS) is now live across England, Wales and Scotland. JETS provides light touch employment support for participants who are claiming either Universal Credit or New Style Jobseeker’s Allowance, for up to 6 months within the first year of unemployment.

We have also just launched the Restart Scheme which will provide intensive, tailored employment support to help over 1 million Universal Credit claimants back towards sustained employment.

The Department is working with trade bodies from England (Skills for Care), Wales (Social Care Wales) and Scotland (Scottish Social Services Council) to actively promote opportunities in the care sector and with key Hospitality sector employers and trade associations such as UK Hospitality and the British Beer and Pub Association to promote opportunities in the hospitality sector.

Kickstart Scheme: Rural Areas
Tuesday 15th June 2021

Asked by: Jonathan Reynolds (Labour (Co-op) - Stalybridge and Hyde)

Question to the Department for Work and Pensions:

To ask the Secretary of State for Work and Pensions, how many and what proportion of Kickstart placements have been made available in rural areas.

Answered by Mims Davies - Minister of State (Department for Work and Pensions)

Delivering the Kickstart Scheme at pace has meant an initial concentration on the production of a limited data set. The geographic data we produce does not currently include rural/urban classification. We do hold regional information on jobs made available for young people to apply for and for placements started which can be seen in the table below, as of 3rd June.

As of the 3rd June there have been 138,000 jobs advertised and over 31,000 Kickstart job placement starts in total since the scheme started. The tables below show these figures split by location and the data presented has been rounded according to DWP statistical rounding convention. Although care is taken when processing and analysing Kickstart applications, referrals and starts, the data collected might be subject to the inaccuracies inherent in any large-scale recording system which has been developed quickly. The management information presented here has not been subjected to the usual standard of quality assurance associated with official statistics, but is provided in the interests of transparency. Written Question
Events Industry: Coronavirus
Monday 7th June 2021

Asked by: Owen Thompson (Scottish National Party - Midlothian)

Question to the Department for Digital, Culture, Media & Sport:

To ask the Secretary of State for Digital, Culture, Media and Sport, whether he plans to make available backdated support to supply chain businesses for the live events sector that have (a) remained formally open during the outbreak of covid-19 and (b) been affected by the cancellation of live events.

Answered by Caroline Dinenage

The Government recognises that the events industry and its supply chain has been severely impacted by COVID-19. We continue to meet with stakeholders, including through the Visitor Economy Working Group and the Tourism Industry Council, to discuss the specific issues facing the industry.

The £1.57 billion Culture Recovery Fund has benefited the sector by providing support to venues and many other cultural organisations, allowing them to stay open and continue operating where COVID restrictions permit. Over £1.2 billion has now been allocated to over 5000 arts and culture organisations across the country. Examples of production service companies that have received CRF funds so far include Adlib Audio Limited (Knowsley), GLS Light and Sound Production Ltd (Southampton) and Lights Control Rigging Productions Ltd (Blackburn).

The Culture Recovery Fund as a whole also included £188 million for the devolved administrations via the Barnett formula, with Scotland receiving £97 million. We know that Scotland are also deeply committed to their arts, culture, and heritage sectors and have provided a range of support funding, building on and including the CRF allocation.

The furlough and loan schemes are part of the government’s wider plan to support, create and protect jobs through its Plan for Jobs. This includes the Kickstart Scheme, more investment in training and skills as well as the Self Employment Income Support Scheme grant, with a fourth grant.

The Government keeps all support and policies under review, and is in close contact with the production services industry to understand what support it needs.

Kickstart Scheme: Employment
Friday 21st May 2021

Asked by: David Linden (Scottish National Party - Glasgow East)

Question to the Department for Work and Pensions:

To ask the Secretary of State for Work and Pensions, how many Kickstart scheme jobs have been (a) approved and (b) started in each region from April 8th to the most recent date for which information is available.

Answered by Mims Davies - Minister of State (Department for Work and Pensions)

We are unable at present to provide data on the number of approved jobs by region, as at that stage in the process we do not hold information about the exact location of a job, only the head office of the employer. The table below lists by region the increase in the number of jobs started on the Kickstart Scheme between the 8th of April and the 6th May. Over this period, the total number of Kickstart job placements started increased by almost 9,000, to a total of over 20,000.

Although care is taken when processing and analysing Kickstart applications, referrals and starts, the data collected might be subject to the inaccuracies inherent in any large-scale recording system, which has been developed quickly.
