Question to the Foreign, Commonwealth & Development Office:
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps he is taking to support the Governments of (a) Malawi, (b) Mozambique, (c) Madagascar and (d) Zimbabwe with the impact of Cyclone Freddy.
Answered by Andrew Mitchell - Minister of State (Foreign, Commonwealth and Development Office) (Minister for Development)
The UK is working closely with the Governments of Malawi, Mozambique, Madagascar and Zimbabwe to respond to Cyclone Freddy. In Malawi, we are supporting the Emergency Operations Centre established in Blantyre and looking at options for further UK support, including to help those still stranded, to help manage trauma cases and to extend our support to tackle the ongoing cholera outbreak. In Mozambique, we are providing shelter and dignity kits for up to 30,000 people and providing extra funding to reduce the cholera risk. The UK-supported START Fund provided £700,000 of additional funding to partner organisations in Madagascar and up to £144,0000 in Zimbabwe in response to Cyclone Freddy. Support includes strengthening shelters, cash distributions and assistance on healthcare.

Question to the Department for Work and Pensions:
To ask the Secretary of State for Work and Pensions, how many UK pensioners living overseas had their pensions stopped incorrectly in 2022 broken down by nation.
Answered by Laura Trott - Chief Secretary to the Treasury
Where payments are stopped and then reinstated, this is due to late return or non-return of a life certificate rather than from anything incorrect on the part of DWP. The number of payments stopped as a result of late return or non-return are:

Question to the Department for Work and Pensions:
To ask the Secretary of State for Work and Pensions, how many UK pensioners living overseas had their pensions stopped in 2022 because of life certificate forms and postal issues, broken down by country.
Answered by Laura Trott - Chief Secretary to the Treasury
DWP allows 16 weeks for the completed Life Certificate to be returned under normal circumstances. In 2022, DWP was notified of the postal issues effecting deliveries in Canada. In light of this, we reinstated the State Pension of those effected and extended the normal 16-week time limit by another 48 weeks for the completed Life Certificates to be returned.
DWP does not maintain data regarding the temporary suspension of International State Pensions owing to postal issues, as this is not something the Department is able to determine. However, DWP does hold data for the temporary suspensions due to the non/late return of a Life Certificate in 2022.
The number of UK State Pension customers whose payments were temporarily suspended due to the non/late return of Life Certificates issued in 2022 was 37,517; this is broken down by country as follows: -

Question to the Foreign, Commonwealth & Development Office:
To ask His Majesty's Government what assessment they have made of (1) the arrest and detention of Zimbabwean MP Job Sikhala, and (2) its implications for the prospects of a free and fair election in that country in the coming year.
Answered by Lord Goldsmith of Richmond Park
The UK is aware of the trend of lengthy detention of government critics in Zimbabwe. We continue to monitor the ongoing detention of Job Sikhala MP, including through direct observation of court hearings. As the British Ambassador publicly stated on October 2, the UK is committed to the fundamental right to peaceful assembly and association as enshrined in Zimbabwe's constitution. It is for the people of Zimbabwe to choose their government through peaceful, credible and inclusive elections. We encourage the Government of Zimbabwe to implement the recommendations of the 2018 Electoral Observation Missions and to allow space for political opposition and civil society organisations to operate freely ahead of elections in 2023.

Question to the Foreign, Commonwealth & Development Office:
To ask His Majesty's Government what support they are providing to the government of Zimbabwe to monitor elections in that country; and what steps they have taken to support any initiative by (1) the African Union, or (2) other multilateral (a) governmental, or (b) non-governmental, organisations in respect of those elections.
Answered by Lord Goldsmith of Richmond Park
The UK is working alongside international partners to prepare support for domestic and international election observation missions however, as is standard practice, invitations for observation mission will not be issued by the Government of Zimbabwe until the election date is announced. Alongside a small British Embassy Harare electoral monitoring mission, we hope to see larger electoral missions from the African Union, Southern African Development Community, EU, Commonwealth and other NGOs.

Question to the Foreign, Commonwealth & Development Office:
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what discussions he has had with representatives of the government of Mozambique on UK support for preparations ahead of Cyclone Freddy.
Answered by Andrew Mitchell - Minister of State (Foreign, Commonwealth and Development Office) (Minister for Development)
The Foreign Secretary has not discussed this issue with the Governments of Mozambique or Zimbabwe.
The FCDO provides ongoing humanitarian assistance in both countries. In Mozambique, this includes working with local and international partners and the Government of Mozambique to support disaster planning and response e.g. by providing emergency assistance for those displaced, and by funding partners to pre-position emergency shelter and non-food items. Ahead of Cyclone Freddy, the UK-supported START Fund has already allocated up to £275 thousand to its network members to help provide direct assistance. The British High Commissioner has participated in the government-led crisis response mechanism, and UK flood modelling is supporting the national and international response.
In Zimbabwe, British Embassy Harare is engaging with the UN-convened Humanitarian Country Team (HCT), which is tracking and assessing the risks of Cyclone Freddy in coordination with government partners. We are continuing to monitor the cyclone and coordinate with the HCT on preparedness and response plans. Earlier this month, the START Fund also allocated up to £192 thousand in response to severe weather in Zimbabwe.

Question to the Foreign, Commonwealth & Development Office:
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether he has made an assessment of the implications for his polices of the Criminal Law (Codification and Reform) Amendment Bill for democracy and human rights in Zimbabawe.
Answered by Andrew Mitchell - Minister of State (Foreign, Commonwealth and Development Office) (Minister for Development)
The UK is monitoring the progress through [Zimbabwe's] parliament of so-called "patriotic" amendments to Zimbabwe's criminal code, which could be used to target critics of the state, if passed into law. We regularly raise human rights issues, including freedom of expression, peaceful assembly and association, with the Government of Zimbabwe, in concert with other embassies. The former Minister for Africa [Vicky Ford MP] discussed these issues with Zimbabwe's Foreign Minister [Frederick Shava] last June and our Ambassador publicly underlined the UK's commitment to the right to peaceful assembly and association on 2 October.
