To ask the Secretary of State for Justice, what the number of covid-19 related deaths was for (a) inmates and (b) staff in each (i) prison, (ii) youth offending institution, (iii) secure training centre and (iv) other secure units in (A) Wales and (B) England as at 15 June 2020; and if she will publish a weekly update of those figures.

The Government has put robust measures in place to protect staff and offenders from COVID-19 and introduce ‘compartmentalisation’, to isolate those prisoners with symptoms, shield the vulnerable and quarantine new arrivals.
The tables below show the number of prisoners and prison staff who have sadly died having tested positive for COVID-19 or having shown symptoms. It is a matter for coroners to determine a cause of death. The data in the tables is correct as of Friday 12 June 2020.

Sadly, a member of NHS healthcare staff who worked at Rainsbrook Secure Training Centre has also died having tested positive for COVID-19.

The Government has put robust measures in place to protect staff and offenders from COVID-19 and introduce ‘compartmentalisation’, to isolate those prisoners with symptoms, shield the vulnerable and quarantine new arrivals.
Overall, prisons are seeing a decline in the numbers of new cases. The data in the table below shows the number of confirmed COVID-19 cases broken down by prison as of Friday 12 June 2020. These figures reflect the total number of recorded positive cases of COVID-19 since the first confirmed cases in mid-March, not the number of live cases. It includes individuals that have recovered.
The numbers reported will be affected by a number of variables, including the availability of testing locally which can result in differences between sites and regions and as self-reported (for staff) through HMPPS management lines for central collation. As figures are as reported by prisons they may be subject to revision.
To date the Ministry of Justice has not collected data on asymptomatic prisoners and staff as it is not the government policy to test asymptomatic cases.

To ask Her Majesty's Government how many prisoners are currently sharing a cell with one or more others, broken down by prison.

On arrival into custody, all prisoners’ suitability to share a cell is risk assessed. These assessments are based on numerous factors including index offence, health concerns and security information (such as beliefs and prejudices).
Since March, we have introduced strong measures to avoid thousands of prisoners and staff becoming infected with COVID-19. This includes restrictions on movement between jails, the early release of low-risk offenders and the temporary expansion of the prison estate. These measures have helped to contain the spread of the virus and limit deaths. This action has helped to reduce the prison population, allowing establishments to implement ‘compartmentalisation’.
We are installing over 1,000 temporary cells to increase space and help reduce the spread of the virus. These units are being placed where there are the highest number of shared cells, a lack of in-cell sanitation and where there are high numbers of vulnerable prisoners. We have also opened an Annex at HMP/YOI Rochester to hold up to 70 men.
As at 29 May 2020, 35% of the prison population are sharing cells holding two or more people and this is broken down by establishment in the table below. The detail collected is subject to the inaccuracies inherent in any large-scale recording system.

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, what estimate his Department has made of the number of prisoners sharing cells in each prison in each of the last three months.

We are implementing our compartmentalisation strategy (isolating the symptomatic; quarantining new arrivals; and shielding the vulnerable) in the prison estate. The latest PHE modelling indicates this strategy has shown early signs of success. We are increasing headroom in the prison estate to better enable prisons to implement compartmentalisation and reduce the number of prisoners sharing cells. This has been actioned through a combination of the early release of low-risk offenders, provision of temporary accommodation and expediting remand hearings to reduce the unsentenced population.
We are installing over 1,000 temporary cells to increase space and help reduce the spread of the virus. These units are being placed where there are the highest number of shared cells, a lack of in-cell sanitation and where there are high numbers of vulnerable prisoners. We have also opened an Annex at HMP/YOI Rochester to hold up to 70 men.
Upon arrival into custody, all prisoners’ suitability to share a cell is risk assessed. These assessments are based on numerous factors including health concerns.
The table below identifies the number of prisoners, broken down by establishment, sharing cells holding two or more people as at 27 March, 24 April and 29 May 2020. The detail collected is subject to the inaccuracies inherent in any large-scale recording system

To ask the Secretary of State for Justice, pursuant to the Answer of 2 June 2020 to Question 49084 on Prisons: Coronavirus, how many cases of covid-19 there have been in each prison in England and Wales as of 8 June 2020; and if he will publish that data on a weekly basis.

The Government has put robust measures in place to protect staff and offenders from COVID-19 and introduce ‘compartmentalisation’, to isolate those prisoners with symptoms, shield the vulnerable and quarantine new arrivals.
Overall, prisons are seeing a decline in the numbers of new cases. The data in the table below shows the number of confirmed COVID-19 cases broken down by prison as of Friday 5 June 2020. These figures reflect the total number of recorded positive cases of COVID-19 since the first confirmed cases in mid-March, not the number of live cases. It includes individuals that have recovered.
The numbers reported will be affected by a number of variables, including the availability of testing locally which can result in differences between sites and regions and as self-reported (for staff) through HMPPS management lines for central collation

To ask the Secretary of State for Justice, what criteria are used to assess the suitability of prisoners for release under the End of Custody Temporary Release scheme; how many such prisoners have been released so far, by prison, in (a) Wales and (b) England; how many such prisoners have re-offended in (i) Wales and (ii) England.

On 4 April, we announced the End of Custody Temporary Release scheme (ECTR). This scheme enables risk-assessed prisoners, who are within two months of their release date, to be temporarily released from custody, as part of the national approach to managing public services during this challenging period. No high-risk offenders, including those convicted of violent or sexual offences, anyone of national security concern or a danger to children, will be considered for release, nor any prisoners who have not served at least half their custodial term.
Guidance, including eligibility criteria for ECTR was published on 24 April and can be found here:
As at Friday 29 May, 95 prisoners have been released under this scheme – 79 from prisons in England and 16 from prisons in Wales.
As at Friday 29 May, 2 of these prisoners have been recalled to custody for alleged further offences, both had been released from Welsh prisons.

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, pursuant to the Answer of 18 May 2020 to Question 45346 on Prisons: Coronavirus, how many cases of covid-19 there have been in each prison in England and Wales as of 19 May 2020; and if her Department will publish that data on a weekly basis.

The data in the table below is correct as of Tuesday 26 May. It should be stressed that these figures reflect the total number of recorded positive cases of COVID-19 since our first confirmed cases in mid-March – not the number of live cases - and includes individuals that have recovered. The figures are also drawn from our updated data stream as of Tuesday 26 May, reflecting a more robust way of reporting COVID-19 staff cases. The overall declining trend in new cases continues. It is noteworthy that numbers reported will be affected by a number of variables, including the availability of testing locally which can result in differences between sites and regions and as self-reported (for staff) through HMPPS management lines for central collation.
The department is considering the content of its regular reporting schedule and how that could be expanded.

Question to the Ministry of Justice:
To ask Her Majesty's Government how many prison cells are being shared; in which prisons such cells exist; and what steps they are taking to end overcrowding in prisons.

Upon arrival into custody, all prisoners’ suitability to share a cell is risk assessed. These assessments are based on numerous factors including index offence, health concerns and security information (such as beliefs and prejudices).
As at 24th April 2020 14,885 cells in prisons in England and Wales were occupied by prisoners on a shared basis. The detail collected is subject to the inaccuracies inherent in any large-scale recording system.

We remain committed to reducing crowding across the prison estate. In the year to March 2019, the proportion of prisoners held in crowded accommodation was 22.5%, down from 24.2% the previous year and levels of around 25% experienced since 2004.
Our plan for reducing prison crowding is to replace prisons that are operating over their certified normal accommodation levels with new accommodation that is safe, decent, and uncrowded and close current (crowded or partially crowded) capacity. The first steps in this direction have already been taken with the opening of 2,100 uncrowded prison places at HMP/YOI Berwyn; 206 uncrowded places in a houseblock at HMP Stocken; and a commitment to construct modern, decent, uncrowded prisons at the former HMP Wellingborough and HMP Glen Parva sites, which are due to open in 2021 and 2023, respectively, as well as a new prison to be built at HMP Full Sutton alongside the existing establishment.
