To ask the Minister for the Cabinet Office, what assessment he has made of the adequacy of the administration of the Civil Service Pension Scheme; and what steps his Department is taking to help tackle reported delays, unanswered correspondence, and difficulties accessing civil service pension records.

In November 2023, the Cabinet Office awarded the contract to administer the Civil Service Pension Scheme to Capita. This was under the previous government. The Scheme transferred to Capita on 1 December 2025. We are aware that Capita’s current performance is having a detrimental impact on some members.
We are working urgently with Capita to resolve these issues, and to ensure that civil servants, both former and serving, receive the quality of service and support they deserve.
We have established a cross-departmental team to work with Capita to develop and implement a recovery plan. Alongside this, Capita is increasing staffing in key areas, to increase processing times in relation to new retirements and support for members, particularly those impacted by delays.

To ask the Secretary of State for Defence, what steps are being taken to (a) clear the backlog of unclaimed Armed Forces pensions and (b) prevent the accumulation of unclaimed pensions in future.

There is currently no backlog for unclaimed deferred pensions.
The Ministry of Defence continues to conduct tracing exercises 60 working days after the pension due date to establish the member's address and invite them to claim; we continue to explore additional mechanisms to identify individuals who qualify for an unclaimed deferred pension.

Question to the Department for Energy Security & Net Zero:
To ask the Secretary of State for Energy Security and Net Zero, which pension provider maintains the staff pension scheme for the National Energy System Operator; and whether staff are offered (a) defined benefit and (b) defined contribution pensions.

The employees of the National Energy System Operator (NESO) are not civil servants and are not part of civil service pension schemes.
As noted in NESO’s latest annual report and accounts, Legal & General administer the company’s defined contribution pension scheme. There is a legacy defined benefit scheme, transferred as part of the acquisition by government, however this scheme is closed to new members/employees.

To ask the Secretary of State for Work and Pensions, what steps he is taking to ensure that young disabled people can enter and stay in work.

Good work is good for health, so we want everyone to get work and get on in work, whoever they are and wherever they live. The Get Britain Working White Paper launched in November 2024 set out how we will drive forward approaches to tackling economic inactivity, backed by £240 million investment, for which the Northern Ireland executive received consequential funding in the usual way.
Disabled people and people with health conditions, including young disabled people can face a wide range of unique, yet intersecting barriers, relating to not just their health, but their employment and circumstance (Work aspirations and support needs of health and disability customers: Final findings report - GOV.UK). We therefore have a range of specialist initiatives to support individuals to stay in work and get back into work, including those that join up employment and health systems. Existing measures include support from Work Coaches and Disability Employment Advisers in Jobcentres in Great Britain.
DWP set out our plan for the “Pathways to Work Guarantee” in our Pathways to Work Green Paper and we are building towards our guaranteed offer of personalised work, health and skills support for disabled people and those with health conditions on out of work benefits in Great Britain. The guarantee is backed by £1 billion a year of new, additional funding for the UK by the end of the decade, the Northern Ireland executive will receive their share of this funding in the usual way. We anticipate the guarantee, once fully rolled out in Great Britain, will include: a support conversation to identify next steps, one-to-one caseworker support, periodic engagement, and an offer of specialist long-term work health and skills support.
In recognition of employers’ vital role in addressing health-related economic activity, we appointed Sir Charlie Mayfield to lead the independent Keep Britain Working Review across the UK. The Report was published on 5 November. In partnership with DBT and DHSC, we are immediately launching Vanguards to test new employer-led approaches to support individuals to stay in work and develop a Healthy Workplace Standard, putting Sir Charlie’s key recommendations into action.
Additionally, the Joint Work and Health Directorate (JWHD) has developed a digital information service for employers and continues to oversee the Disability Confident Scheme in Great Britain where we have recently announced plans to make the scheme more robust.
Alan Milburn will author an independent report to tackle the persistently high numbers of young people out of work, education and training. The report will examine why increasing numbers of young people are falling out of work or education before their careers have begun. It will make recommendations for policy response to help young people access work, training or education, ensuring they are supported to thrive and are not sidelined.
In Northern Ireland, health, skills, careers and employment support are transferred matters. My officials work closely with those in the Northern Ireland Executive, sharing best practice in regard to providing employment support to disabled people.

To ask the Secretary of State for Health and Social Care, whether NHS staff receive employer pension contributions on dates on which they are on strike.

Contributions to the NHS Pension scheme are based on pensionable earnings. If staff participate in strike action and do not receive pay for those days, there is no pensionable pay for that period, so neither employee nor employer contributions are made.

To ask the Chancellor of the Exchequer, what assessment she has made of the potential impact of the proposed cap on salary sacrifice benefits on younger workers' pensions.

A Tax Information and Impact Note (TIIN) was published alongside the introduction of the Bill containing the changes to pensions salary sacrifice.
Everyone using salary sacrifice will still benefit from the tax advantages available up to the £2,000 cap. The government supports all individuals to save into pensions through a generous system of income tax and NICs reliefs worth over £70 billion a year.
Of employees making pension contributions through salary sacrifice, those under the age of 30 are far more likely to be protected by the £2,000 cap than those above the age of 30.

The previous government awarded the contract to administer the Civil Service Pension Scheme to Capita in November 2023.
The administration transferred to Capita on 1 December 2025 and the first payroll ran successfully in the same month.
We recognise that a number of pension scheme members have experienced delays in receiving their pension payments. The Cabinet Office is meeting regularly with Capita to review their performance, identify priorities, and agree actions to improve the overall processing and service. We continue to work with our administrator, Capita, to increase the processing of retirement quotes. Alongside this, Capita is increasing staffing in key areas, such as the contact centre, to increase the level of support for members.
