To ask the Secretary of State for Digital, Culture, Media and Sport, what support will be provided to people who (a) do not currently have an internet connection and (b) are unable to access a broadband connection, if the Public Switched Telephone Network is switched off in 2025.

The Public Switched Telephone Network (PSTN) is privately-owned and the withdrawal is industry-led. Fixed-line operators - such as Openreach and Virgin Media - will cease to provide legacy copper services in a phased approach; with the network expected to switch-off entirely in 2025. The PSTN is increasingly unreliable and operators are concerned about their ability to repair, maintain and source spare parts.

Operators will be replacing the PSTN with ‘voice over internet protocol’ (VoIP) technology, which carries voice calls over a digital connection. For many consumers the change will involve plugging their existing landline phone into their router rather than into a wall socket. The change is expected to offer consumers clearer and better quality phone calls.

It should be noted that the closure of the PSTN will not affect fibre-to-the-cabinet (FTTC) broadband (also known as ‘superfast broadband) where copper cables extend to roadside cabinets before a fibre cable carries the connection to the telephone exchange. Fibre-to-the-cabinet broadband is currently available in 97% of the country and operators continue to roll out services across the country.

While PSTN withdrawal is an industry-led process, the Government and Ofcom are working together on matters relating to the withdrawal process. This includes close engagement with the emergency services, as well as other organisations providing critical national services.

Ofcom has a statutory duty to further and protect the interest of consumers, including those who are vulnerable. As part of this duty, Ofcom has rules in place, known as general conditions, which all providers must follow, that mandate communication providers to have procedures and policies in place to identify and support vulnerable consumers.

Ofcom has also published a Vulnerability Guide for providers, setting out their expectations and good practice on how vulnerable telecoms consumers should be supported. This includes steps providers can take to identify vulnerable consumers, and an expectation that all providers implement specialist teams in order to provide extra support.

The telecoms industry - via the Broadband Stakeholder Group - have been collaborating on this issue, and in June 2020 launched a consumer-facing website as a resource to inform the public of the process. This website was developed with the support of telecoms companies, Ofcom and DCMS and is funded by TechUK. The website can be accessed here: https://www.futureofvoice.co.uk/.

My department published a consultation in January 2021 asking whether further reforms to the Electronic Communications Code are needed in order to ensure the Code provides the right legislative framework to promote fast, cost effective network provision across the UK. The consultation covered a range of issues, including matters relating to negotiations and dispute resolution, rights to upgrade and share apparatus and problems relating to the renewal of expired agreements.

This consultation closed on 24 March 2021. It would not be appropriate for me to comment on the possible outcomes of the consultation at this stage, as responses are being considered. The consultation response will be published in due course and we will bring legislation forward as soon as parliamentary time allows.

The Telecommunications Infrastructure (Leasehold Property) Act gained Royal Assent in March 2021. This Act aims to address one stated policy barrier: making it easier for telecoms companies to access multi-dwelling buildings (such as blocks of flats) where a tenant has requested a new connection, but the landlord has not responded to requests for access rights.

The Act inserts a new Part 4A to the Electronic Communication Code, which provides a process that telecommunications operators could use to gain code rights to multi-dwelling premises for a defined period. This only applies where:

  • a lessee in occupation in a multi-dwelling building has requested a telecommunications service from an operator

  • to connect the property the telecoms operator requires an access agreement with another person such as the landlord

  • the landlord has not responded to the telecoms operator’s request for access

My department has also recently launched a consultation, which seeks views on the terms that will accompany the interim Code rights provided to operators who have successfully applied for an order made under Part 4A of the Electronic Communications Code. This consultation closes on Wednesday 4 August. Responses will be considered and the consultation response will be published in due course.

Access to gigabit capable broadband for communities and schools is being addressed through programmes rolled out in partnership between the Department for Education and the Department for Digital, Culture, Media and Sport. We are investing an unprecedented £5 billion of subsidy to support the deployment of gigabit broadband in the hardest to reach areas of the country. This coverage will also include even more rural schools that would otherwise not be reached without the Government taking action.

To support children and young people to connect with remote education, the Get Help with Technology programme has partnered with the UK’s leading mobile operators to provide free data to help over 30,000 disadvantaged children get online as well as delivering over 70,000 4G wireless routers for pupils without connection at home.

Where pupils continue to experience barriers to digital remote education, we expect schools and further education institutions to work to overcome these barriers. This could include distributing school or further education institution-owned laptops or supplementing digital provision with different forms of remote education such as printed resources or textbooks. This should be supplemented with other forms of communication to keep pupils on track or answer questions about work.

The Government is investing over £400 million to support access to remote education and online social care services, including securing 1.3 million laptops and tablets for disadvantaged children and young people. This significant injection of laptops and tablets is on top of an estimated 2.9 million already owned by schools before the start of the COVID-19 outbreak.

The laptops and tablets are to help support schools, academy trusts and local authorities to provide access to remote education and online social care. Schools, colleges, academy trusts and local authorities are responsible for distributing laptops and tablets and are best placed to know which children and young people need access to a device.

As of Monday 15 February, over one million laptops and tablets have been delivered to schools, trusts, local authorities, and further education providers. This includes over 490,000 laptops and tablets delivered since the 4th January 2021. We are making further deliveries all the time and expect to achieve our overall commitment of delivering 1.3 million devices by the end of the spring term.

We have partnered with the UK’s leading mobile operators to provide free data to help disadvantaged children get online as well as delivering 60,000 4G wireless routers for pupils without connection at home.

The migration is likely to affect all fixed exchange lines, of which there are 31.3 million in the UK.

Ofcom estimates that 81% of UK households have a landline service, with 4% of UK adults living in a home with a landline and no mobile phone and 3% of UK households having only a landline without any broadband. The government, Ofcom, and industry are working to ensure that the needs of vulnerable consumers are considered and Ofcom regularly monitors how communication providers are taking steps to ensure they identify and protect vulnerable customers.

In June 2020, the Broadband Stakeholder Group, a government advisory forum on telecoms policy, launched the ‘Future of Voice’ website. This consumer-facing website is designed to inform the public and businesses of the PSTN switchover process. The website has been developed with the support of telecoms companies, Ofcom and DCMS.
