Question to the Department of Health and Social Care:
To ask the Secretary of State for Health and Social Care, what recent assessment he has made of the adequacy of mental health support provision inside Pentonville Prison.
Answered by Maria Caulfield - Parliamentary Under Secretary of State (Department for Business and Trade) (Minister for Women)
Mental health services at HMP Pentonville are continuously assessed through peer review, quality visits by the healthcare provider Practice Plus Group in conjunction with NHS England (London Region) and internal auditing procedures. Quarterly assurance meetings take place between NHS England and Practice Plus Group.
Mental health services at the prison were revised as part of New Models of Care in 2022, a pan London remodelling of prison healthcare services with the aim of improving patient safety, enhancing responsiveness to patient need and ensuring that services available met the needs of patients in prison. The New Models of Care have been fully embedded into the new healthcare contract at HMP Pentonville, which commenced in May 2023.
In addition, the prison had a full HM Inspectorate of Prisons and Care Quality Commission inspection in July 2022 which made one recommendation in respect of mental health waiting times for initial assessment. A subsequent Independent Review of Progress visit in March 2023 found that reasonable progress had been made against this recommendation.
The healthcare team at HMP Pentonville has a dedicated patient engagement lead who conducts regular patient focus groups to gain an understanding of the views of the patient group, in respect to quality and availability of services. In addition, User Voice were commissioned by NHS England in August 2023, to undertake a patient focus group specifically around mental health services in HMP Pentonville, to enhance the current understanding of the experiences of people using mental health services in the prison and to identify areas where further improvement could be made.

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, how many prisoners have absconded from (a) category A and (b) category B prisons since 2010; and which prisons did those incidents occur.
Answered by Damian Hinds - Minister of State (Education)
Time series for escape and abscond data are published at: HMPPS Annual Digest, April 2021 to March 2022 - GOV.UK (www.gov.uk). In the 13 years from April 2010 to March 2023 there were no escapes from category A prisons and 8 escapes from category B prisons. The prisons were HMP Pentonville, HMP Wandsworth, HMP Dovegate, HMP Peterborough and HMP Bedford. There have been no absconds from a category A or category B prison in this period.
In the 13 years prior to 2010, there were nearly 146 escapes from prisons – nearly ten times the number since 2010.

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, with reference to his oral statement of 30 November 2022 on Prison Capacity, Official Report, column 914, how many out-of-use cells there were at each adult male prison on 2 December 2022.
Answered by Damian Hinds - Minister of State (Education)
The total population and capacity of the prison estate is published weekly at Prison population statistics - GOV.UK (www.gov.uk). The population and capacity of each individual prison is published monthly at the same link.
On 27 March 2020, the total population was 83,189 and the useable operational capacity of the estate was 85,583. On 2 December 2022, the total population was 82,896 and the useable operational capacity was 84,148.
A table showing the capacity, population and places out of use at each adult male prison on 2 December 2022 has been provided below. Prison capacity can be taken out of use temporarily for a number of reasons.
All new prison capacity is brought into use in a phased and controlled way, so only cells that are available for use are included below. With regard to places out of use, these have only been listed where the losses affect the deliverable operational capacity of the site, and so is limited to sites where losses are not mitigated by other means (e.g. temporary accommodation).

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, with reference to the Answer of 7 September 2020 to Question 82217 on Prisoners' Release: Wales, how many prison leavers in (a) 2020 and (b) 2021 had an origin address in Wales, by prison establishment.
Answered by Victoria Atkins - Secretary of State for Health and Social Care
Please note that where the number released from an establishment was 5 or fewer, the specific figure has not been given, in order to avoid the risk of identifying individuals.
The numerical information provided has been drawn from administrative IT systems which, as with any large-scale recording system, are subject to possible error with data entry and processing.
