To ask the Minister of State, Foreign, Commonwealth and Development Office, whether he raised the case of Jimmy Lai with his Chinese counterpart at the Munich Security Conference in February 2024.

On 16 February, the Foreign Secretary met with Chinese Foreign Minister, Wang Yi, at the Munich Security Conference. In line with the Government's "protect, align, and engage" approach to China, as set out in the Integrated Review Refresh, the Foreign Secretary raised a number of issues important to the UK national interest. The Foreign Secretary reiterated his call for the release of British national Jimmy Lai.

To ask the Deputy Foreign Secretary, whether his Department has made an assessment of the potential impact of the presence of foreign military bases on the sovereignty of host countries in West Africa.

Decisions about hosting foreign military bases in Africa are for host countries to make. The UK supports the sovereignty of states and encourages all actors to ensure foreign forces are deployed in line with African Union and UN frameworks on peacekeeping and security operations. This ensures respect for international law and human rights, and accountability, are upheld. UK military will continue to work with, and at the invitation of, elected governments to support on security.

At the G7 Foreign Ministers' meeting on 19 April, the Foreign Secretary and G7 partners called for all parties to prevent further escalation.
During his visit to the region last week, the Foreign Secretary reiterated to Prime Minister Netanyahu that we will continue to stand up for Israel's security, and the security of all our regional partners. He also made clear that we must maintain our focus on getting more aid into Gaza and getting hostages out.

The UK Government is committed to working with international partners to build our collective resilience to all forms of foreign interference including transnational repression (TNR). The Foreign Secretary attended the G7 Foreign Ministers' meeting in April in Capri. The resulting communiqué included language which condemned the targeting of activists, critics, and journalists through TNR activity. Officials regularly engage with like-minded international partners bilaterally and in multilateral fora, such as the G7 Rapid Response Mechanism, to share knowledge and identify opportunities to collaborate to effectively counter TNR activity. The UK will continue to engage with international partners through bilateral and multilateral channels to address this issue.

To ask the Deputy Foreign Secretary, what recent discussions Ministers in his Department have had with their Egyptian counterparts on Alaa Abd El-Fattah.

Ministers and officials continue to raise Mr Alaa Abd El-Fattah's case at the highest levels with the Egyptian government. They have been consistently clear in calling for his release and continue to press for urgent consular access.
The Foreign Secretary raised this case with Egyptian Foreign Minister Shoukry on 29 April 2024 and previously on 22 February 2024. The Minister of State for the Middle East, Lord (Tariq) Ahmad of Wimbledon raised this case with Foreign Minister Shoukry on 28 March 2024 and with the Egyptian Ambassador on 20 February 2024. The Prime Minister also spoke to President Sisi about Mr El-Fattah on 1 December 2023.
