To ask the Secretary of State for Education, what steps her Department is taking to increase digital learning opportunities across (a) schools and (b) colleges.

Ensuring that all children, regardless of their background, have the world class computing and digital knowledge and skills that they need for the future is a key priority of this government.

To help meet the demand for people with computing and digital qualifications and competencies, the department introduced computing as a statutory English National Curriculum subject in 2014, from Key Stages 1 to 4 inclusive. Through computing, pupils become digitally literate so that they are able to use, express themselves and develop their ideas through information and communication technology at a level suitable for the future workplace and as active participants in a digital world.

The computer science GCSE and A level were also introduced in 2013, through which students are taught to understand and apply the fundamental principles and concepts of computer science. In addition, there are high quality vocational and technical digital qualifications available that are counted in the Key Stage 4 and Key Stage 5 performance tables, which provide alternative pathways towards digital careers. The department has invested over £100 million in the National Centre for Computing Education (NCCE) to improve the teaching of computing and drive up participation in computer science at GCSE and A level. The NCCE provides high quality continuing professional development and resources to teachers of all Key Stages and engages with schools and colleges across England to improve their computing provision. This includes facilitating industry-led events for pupils on careers in computing and digital.

The department is also investing to fix the basics by improvinge broadband access and connectivity and sett standards for technology infrastructure to help create an environment where all schools and trusts can use technology effectively. The department is working with the Department for Science, Innovation and Technology and commercial providers to accelerate gigabit capable broadband rollout to schools and investing up to £200 million to upgrade schools that fall below Wi-Fi connectivity standards in Education Investment Areas.

The government recognises that digital skills are important for adults of all ages, and the department is committed to improving their level of digital skills to support active participation in society.

From August 2020, the department introduced a digital entitlement for adults with no or low digital skills to undertake specified digital qualifications free of charge. The new entitlement mirrors the existing legal entitlements for English and maths and puts essential digital skills on an equal footing in the adult education system, as the third essential skill adults need for work, life and further learning.

The department introduced new Essential Digital Skills qualifications (EDSQs) at entry level and Level 1 from August 2020, which are funded under the digital entitlement. EDSQs are based on the national standards for essential digital skills and are designed to meet the diverse needs of adults with no or low digital skills byreflecting different learning needs, motivations and starting points.

To further enhance the essential digital skills offer for adults, from August 2023 the department introduced new digital Functional Skills qualifications (FSQs), which replaced FSQs in Information and Communication Technology. Digital FSQs have standardised content and assessment and provide a benchmark of digital skills for employers. These are based on subject content for digital FSQs that the department published in October 2021.

In addition to formal qualifications, the department also funds community learning and other non-regulated learning, such as building confidence in essential digital skills, through the Adult Education Budget. Many Local Authorities and other further education providers are already delivering these courses that help equip adults with the essential digital skills they need for work, life and further learning.

Of course, people may look to progress beyond essential digital skills, through a desire to retrain or upskill. Through the department’s wider skills reforms, which is backed by an additional £3.8 billion in further education and skills over the lifetime of this Parliament, it has continued to ensure learners, whatever their age, can train, retrain and upskill towards better jobs, better wellbeing and better options for the future.

The department has introduced three Digital T Levels, which include Digital Business Services, Digital Production, Design and Development, and Digital Support Services. They are the gold-standard Level 3 technical qualification that are designed with employers to meet industry standards and with a significant industry placement built in to give that all-important experience of work within the digital sector. Digital skills are increasingly important across all occupations and as a result, every T Level has the digital skills necessary for employment embedded into its curriculum.

Additionally, employers have designed over 30 high-quality digital apprenticeships to support them to develop the skilled workforces they need, including Level 3 Information Communications Technician, Level 3 IT Solutions Technician and Level 3 Digital Support Technician. The department is increasing investment in the apprenticeships system in England to £2.7 billion in the 2024/25 financial year to support employers in delivering high-quality apprenticeships.

Employers and learners can also make use of the department’s Skills Bootcamp offer, which provides free, flexible courses of up to 16 weeks, giving people the opportunity to build up sector-specific skills with an offer of a job interview upon completion. Skills bootcamps in digital form our largest sector and are available in each English region and online with courses ranging from software development to AI and Machine Learning.

To ask His Majesty's Government what plans they have to increase investment in skills training to meet the needs of more 150,000 additional students seeking higher education by 2030 in England.

It is important that the department has a sustainable higher education (HE) funding system that responds to the needs of the economy and that is fair to students and to taxpayers. The government keeps the HE funding system under continuous review to ensure that this remains the case, and to provide many different opportunities for learners to acquire vital skills.

The government is committed to creating a world-leading skills system, backed with an additional investment of £3.8 billion over the course of this Parliament to strengthen HE and further education (FE). This includes increasing opportunities for people to develop higher technical skills through T Levels, Apprenticeships, Skills Bootcamps, or Higher Technical Qualifications (HTQs). From 2025, the Lifelong Learning Entitlement will transform access to FE and HE, offering all adults the equivalent of four years’ worth of student loans to use flexibly on quality education training over their lifetime.

Through the Strategic Priorities Grant (SPG), the department is investing hundreds of millions of pounds in additional funding over the three-year period to the 2024/25 financial year to support high-quality teaching and facilities, the majority of which goes to supporting the provision of courses in high-cost subjects including in science and engineering, subjects that support the NHS, and degree apprenticeships. This includes the largest increase in government funding for the HE sector to support students and teaching in over a decade. The recurrent SPG budget is £1,456 million for the 2024/25 financial year. This includes an £18 million increase in support for strategically important high-cost subjects.

The department is also providing £40 million over two years through the SPG to support degree apprenticeship providers to expand and help more people access this provision. The department has seen year-on-year growth in degree level apprenticeships (Level 6 and 7) with almost 230,000 starts since their introduction in the 2014/15 academic year. The government has increased investment in the apprenticeships system in England to over £2.7 billion this financial year, to support employers of all sizes access high-quality apprenticeships at all levels.

The department’s Higher Technical Education reforms are growing skills at Level 4 and 5. The department has introduced new HTQs, which will increase the prestige and uptake of level 4 and 5 qualifications. To date, 172 qualifications have been approved as HTQs across seven occupational routes and are being taught at FE Colleges, Institutes of Technology, Universities, and Independent Training Providers. The department has provided up to £115 million in funding to providers to help grow provision across the country, on top of up to £300 million to create a network of 21 Institutes of Technology.

To ask the Secretary of State for Education, with reference to the Third Special Report of Session 2022/23 of the Sconce, Innovation and Technology Committee Diversity and inclusion in STEM: Government Response to the Committee’s Fifth Report, HC 1427, published on 16 June 2023, what progress her Department has made on a cross-Government action plan to ensure a diverse range of people enter the science and technology workforce by 2030.

Demand for skills in science, technology, engineering and mathematics (STEM) is growing across the country. We must ensure that everyone, regardless of where they live or come from, has the opportunity to receive outstanding STEM education and pursue STEM-related careers in critical technology sectors such as artificial intelligence (AI), quantum, engineering biology, future telecoms, and semiconductors.

Participation in STEM skills programmes is also increasing. Since 2010, there has been a 35% increase in the number of STEM A level entries from girls in England: girls made up 44% of all STEM entries at A level in 2022 and 51% of all science entries at A level in 2022. Since 2018, there has been a 30% increase in the number of STEM A level entries from black, Asian and minority ethnic pupils in England: this compares to a 7% increase in overall entries over the same period. The department has also seen the number of STEM apprenticeship starts by women increase year-on-year, with 14,110 starts in the 2021/22 academic year, an increase of 56% compared to 9,020 starts in the 2017/18 academic year.

The department must build on this progress by continuing to expand opportunities for participation in STEM. That is why we are working with departments across government on the Talent and Skills strand of the UK Science & Technology Framework to ensure a diverse range of people enter the science and technology workforce by 2030. Actions contributing to this ambition include:

  • The department funds the National Centre for Computing Education’s ‘I Belong’ programme to improve secondary schools’ awareness of barriers to girls’ engagement with computing and support them in taking sustained action to improve the take-up of computer science qualifications.
  • UK Research and Innovation’s STEM Ambassadors programme inspires young people from under-served backgrounds to engage with STEM subjects by bringing to life the opportunities they open up. Approximately 45% of STEM Ambassadors are women and 15% are from minority ethnic backgrounds.
  • The Department of Science, Innovation and Technology (DSIT)’s AI and Data Science Conversion Course programme, established in 2020, funds universities to develop master’s level AI or data science courses suitable for non-STEM students alongside 1,000 scholarships. Since then, over 6,300 students have enrolled on these courses. As of December 2022, 73% of scholarships on the programme had been awarded to women, 35% to black students, 24% to students from another ethnic minority background, and 26% to students with disabilities. DSIT is now working with employers to co-fund 2,000 more scholarships. For every scholarship that industry funds, the government will fund an additional three across the programme.
  • The department will shortly publish a public consultation on the Advanced British Standard, a new Baccalaureate-style qualification which will harness the best of A levels and T Levels to support young people with the knowledge and skills they need for the future economy. The new qualification will provide more breadth and increased teaching time, ensuring all young people are prepared for employment and life.
