To ask the Secretary of State for the Home Department, whether representatives of (a) India, (b) the Philippines, (c) Indonesia, (d) Nigeria, (e) Ghana and (f) South Africa were invited to the Global Fraud Summit held at Lancaster House from 11-12 March 2024.

The Home Secretary convened the first ever Global Fraud Summit, featuring Ministers and representatives from across 11 countries as well as international institutions to agree a co-ordinated action plan to dismantle international fraud networks. With over 70% of the UK fraud threat having an overseas element, strengthening international collaboration is critical.

The countries included in the summit were those with a similar pattern of victimisation, aiming to develop joint working and share best practice. We are also working bilaterally with a number of countries, including some of the ones listed in the question and have already agreed a Memorandum of Understanding with the Nigerian Government which includes a strategic dialogue on online fraud.

To ask the Minister of State, Foreign, Commonwealth and Development Office, whether he has made an assessment of the impact of the disruption to shipping from Ukraine via the Black Sea on food supplies to the developing world.

As a result of Ukrainian resilience and innovation, as well as our support and that of international partners, over 13 million tonnes of agricultural produce has been exported through the Black Sea since September 2023. These are the highest levels since the war began, which is a remarkable achievement.

These supplies are crucial for the resilience of global grain markets and global food security, which are especially important for the developing world. Developing countries, including Egypt, Indonesia and Pakistan, have directly received significant quantities of grain from Ukraine via the corridor.

To ask the Minister of State, Foreign, Commonwealth and Development Office, if he will make an assessment of the implications for his policies of the number of internally-displaced people in West Papua since December 2018; and whether his Department is taking diplomatic steps to help support those people.

We continue to monitor the ongoing issue of internal civilian displacement caused by clashes between separatists and Indonesian security forces in Papua. We have raised our concerns with the Indonesian Embassy in London. Officials from the British Embassy in Jakarta have also visited Papua in March 2022 and met with officials, police, local business, human rights defenders, environmentalists and religious leaders. Embassy officials also visited the region again in February and July 2023.

The UK's longstanding position is to respect the territorial integrity of Indonesia, which includes the region of Papua. Within this framework, we strongly support the efforts of the Indonesian authorities and civil society to address the legitimate concerns of the people of Papua, including strengthening human rights protections, providing humanitarian assistance and ensuring that all Papuans benefit from the sustainable and equitable development of their province.
