To ask the Secretary of State for Work and Pensions, what percentage of payband SCS2 civil servants in his Department on full-time equivalent contracts are women as of 18 October 2023.

Full-time SCS2 that are Female is 35%

DWP encourages temporary promotion opportunities (known as Temporary Duties Allowance in DWP) to be filled fairly and transparently. Temporary promotions for a duration of more than one month require authorisation from an HR Business Partner and a leader of an appropriate senior grade.

Temporary promotions (known as Temporary Duties Allowance in DWP) for a duration of more than 6 months from the outset should be decided through a formal selection exercise, either through a fair and transparent Expressions of Interest exercise or advertised on Civil Service Jobs.

Question to the Department for Work and Pensions:

To ask the Secretary of State for Work and Pensions, what steps he is taking to help support women in Hornsey and Wood Green constituency to return to work after a career break.

Local Jobcentre teams are supporting residents into work and helping those in work to progress to higher paid jobs. We are working with local and national employers to help fill vacancies quickly, delivering Sector-Based Work Academy Programmes (SWAPs), recruitment days, Job Fairs, and work trials, all of which can help support women to return to work after a career break.

In addition, one to one support from a Work Coach and Contracted Employment Programmes, the department also offers help with CVs and employability skills, mentoring circles for people aged 50 plus and support with childcare costs. Where a Work Coach identifies a barrier to securing or progressing in employment, they can use the Flexible Support Fund (FSF) to procure clothing, tools, digital devices, and to help with travel to work costs.

In Haringey, we are working with the Construction Youth Trust to support more women into construction roles, with referrals made by Jobcentres across the borough, and funding available to support women who want to work in this sector.

To help facilitate signposting discussions with claimants, staff have access to a database of national and local support information, the District Provision Tool as well as the new Managed Jobs and Opportunities which ensures that claimants can access tailored support where required. This includes provision aimed at women across London such as Dress for Success, a service that supports women to improve their confidence when attending interviews and Smart Works, a UK charity that provides high quality interview clothes and interview training to unemployed women.

We are also working with Transport for London and the College of North East London on their Women into Transportation and Engineering provision. This provides two weeks of pre-employment training, covering CV writing, and workplace skills, plus a Smart Works coaching and styling appointment designed to give participants the confidence to apply for the roles offered within the programme

To ask the Secretary of State for Work and Pensions, what recent steps the Government has taken to reduce levels of economic inactivity among women aged between 45 and 60 in (a) Newport West constituency and (b) Wales.

Local Jobcentre teams are supporting customers into work and helping those in work to progress to higher paid jobs. We are working with local and national employers to help fill vacancies quickly, recruitment days, Job Fairs, wellbeing events and work trials, all of which can help support women across Wales to return to work.

Eligible older jobseekers on Universal Credit benefit from additional time with their Work Coach and the delivery of Mid Life MOTs in Jobcentres which support people to review their health, wealth and skills, with sessions delivered in Newport Jobcentre and across Wales. DWP also offers the digital MOT which is available online to help anyone who needs help to assess their finances, skills and work.

In addition, Newport Jobcentre offers bespoke support for over 50s including Job Clubs in collaboration with C4W+, offering 4-weeks of employability skills support, events with Springboard Charity focused on the hospitality sector, providing training, qualifications and work placements, and events with 1st Impressions, a charity that supplies clothing to women attending interviews or starting work.

Further planned support in Newport includes a Digital Skills course and wellbeing hubs as part of our 50Plus offer, myth busting sessions with Admiral Insurance and coaching support from Business in the Community. Activity across Wales includes a six week back to work programme for over 50s in Llandudno, and sessions delivered by local provider, Groundworks, to support customers in Shotton, both of which were well attended by local women.

We also work with businesses and the Government's Menopause Employment Champion to drive awareness of issues surrounding the menopause and work; encouraging employers to develop policies that create a more supportive environment to help women return to, stay in and progress in work. As part of the 50plus choices offer, 50plus Champions have delivered presentations to Jobcentre teams in Newport and across Wales on the menopause and the support available.
