To ask the Secretary of State for the Home Department, what information her Department holds on the number and proportion of retail crimes that involve physical assaults on staff.

Retail crime of any form, including violence and abuse, is not acceptable, and the Government takes this issue very seriously.

The Government has legislated to introduce a statutory aggravating factor for assault against any public facing worker via section 156 of the Police Crime Sentencing and Courts Act 2022. The statutory aggravating factor applies in cases of assault where an offence is committed against those performing a public duty or providing a service to the public and ensures the courts treat the public-facing nature of a victim’s role as an aggravating factor when considering the sentence for an offence.

The Home Office works closely with retailers and trade organisations, including USDAW, and police partners via the National Retail Crime Steering Group (NRCSG) to ensure that the response to crimes affecting the retail sector is as robust as it can be.

On a national level, the Home Office works closely with the police-led National Business Crime Centre (NBCC) to understand the crimes affecting businesses and help ensure businesses and police are working effectively together. The Home Office is committed to working closely with the NBCC on all aspects of business crime and has provided funding to assist with their online retail crime hub which holds vital resource assets for the retail sector, including training packages. The Home Office collects and publishes data on crime affecting commercial premises as part of the Commercial Victimisation Survey, which was last published in May 2023 and is available at:

This includes data on the proportion of premises which experienced a physical assault on their staff, and the responses of the police to reports of crime from commercial premises.

These data provide us with a good understanding of the prevalence to crime against retail premises. The Home Office does not hold data on the number of incidents of retail crime and as such it is not possible to calculate a proportion of retail crime incidents that were attended by the police. The Home Office also holds no information on the number of cases where CCTV or body cam evidence were collected.

Police forces across England and Wales have recently committed to pursuing any available evidence where there is a reasonable chance it could lead them to catching a perpetrator and solving a crime. For retail crime this could include reviewing CCTV evidence to identify suspects or using the Police National Database for facial searches where appropriate to do so.

I encourage the innovative use of new technology including facial recognition, where legal and appropriate. It is for individual retailers to decide what tools to use to prevent retail crime.

Operational decisions will always be a matter for individual police chiefs and their force. This Government has given the police more resources to deal with crimes, including retail crime, and, thanks to our successful uplift programme through which we recruited over 20,000 additional officers, we now have a record number of officers across forces in England and Wales. The specific data requested is not held centrally.

To ask the Secretary of State for Wales, whether he has had recent discussions with (a) Cabinet colleagues, (b) police forces and (c) businesses in Wales on the incidence of shop theft in Wales.

The UK Government continues to work closely with retail businesses, security representatives, trade associations and policing through the National Retail Crime Steering Group (NRCSG) to ensure the response to crimes, such as shoplifting, is as robust as it can be.

Police Recorded Crime figures show shoplifting offences increased by 32% in the 12 months leading to September 2023 in Wales and England. However, the number of people charged with shoplifting offences in the same period rose by 34%, suggesting that we are now seeing a more robust response.

We have also taken other significant steps to improve the police response to retail crime.

October 2023 saw the publication of the National Police Chiefs’ Council’s Retail Crime Action Plan. The plan includes a commitment to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel, showing the Government commitment to tackling this issue. Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database as standard using facial recognition technology to further aid efforts to identify prolific offenders or potentially dangerous individuals.

In addition, October 2023 also saw the launch of Pegasus, a unique private-public partnership that will radically improve the way retailers are able to share intelligence with policing to better understand the tactics used by organised retail crime gangs and identify more offenders. This will include development of a new information-sharing platform and training for retailers.

The Government recognises the significant impact shoplifting has on businesses, communities, and consumers. The Crime Survey for England and Wales shows neighbourhood crime is down 51% compared to findings from the year ending March 2010.

However, Police Recorded Crime figures show shoplifting offences increased by 32% in the 12 months to September 2023. Statistics also show the number of people charged with shoplifting offences has risen by 34% in the year ending September 2023, showing that police are taking action.

We have recently taken significant steps to improve the police response to retail crime, including shoplifting.

In October 2023, the National Police Chiefs’ Council (NPCC) published the Retail Crime Action Plan. Through this Plan, all forces across England and Wales have committed to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel. Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database to aid efforts to identify prolific offenders or potentially dangerous individuals.

This builds on the NPCC commitment that police forces across England and Wales will follow up all crimes where there is actionable evidence and the chance of identifying an offender, including shoplifting.

October also saw the launch of Pegasus, a unique private-public partnership, which involves retailers providing data, intelligence and evidence to Opal, the national police intelligence unit on organised acquisitive crime, to develop a better strategic picture and help forces crack down on serious offenders.

We are continuing to work closely with retail businesses, security representatives, trade associations and policing through the National Retail Crime Steering Group (NRCSG), which meets on a quarterly basis, to ensure the response to retail crime, including shoplifting, is as robust as it can be.

To ask the Secretary of State for the Home Department, what steps he is taking to reduce shoplifting in (a) Lincolnshire and (b) the East Midlands.

The Government recognises the significant impact shoplifting has on businesses, communities and consumers. The Crime Survey for England and Wales shows neighbourhood crime is down 48% compared to findings from the year ending March 2010.

However, Police Recorded Crime figures show shoplifting offences increased by 37% in the 12 months to December 2023. Statistics also show the number of people charged with shoplifting offences has risen by 46% in the year ending December 2023, showing that police are taking action.

We have recently taken significant steps nationally to improve the police response to retail crime, including shoplifting, and these are being implemented in all police forces across England and Wales.

The Government’s plan – "Fighting retail crime: more action" was launched on 10 April, which highlights five areas of work this Government will drive forward to tackle retail crime:

  • Introducing a standalone offence for assaults on retail workers;
  • Additional electronic monitoring for prolific shoplifters;
  • Working with police and businesses to roll out the latest facial recognition to catch these perpetrators;
  • Championing good practice to design out crime; and
  • Making it easier for retailers to report crime.

We will bring forward legislative changes to introduce a presumption towards electronic monitoring as part of a sentence served in the community for those who repeatedly steal from shops. This legislative change will provide that on the third sentencing occasion, an offender would be electronically monitored as part of any community sentence or post-release for the duration of any licence period.

The Government’s plan builds on the National Police Chiefs’ Council’s (NPCC) Retail Crime Action Plan.
