Question to the Department of Health and Social Care:

To ask His Majesty's Government whether they plan to amend the Additional Role Reimbursement Scheme to allow the scheme to fund additional GPs, and what assessment they have made of the number of GPs now seeking and unable to obtain employment.

The Additional Roles Reimbursement Scheme aims to grow and diversify the general practice workforce. The scheme provides funding for 26,000 additional roles in primary care networks, to help create bespoke multi-disciplinary teams. General practitioners are not currently included in the scheme as they are a core role within general practice, and the recruitment of general practitioners is currently funded through global sum. We remain committed to growing the general practice workforce as well as number of doctors in general practice. There were 2,799 more full time equivalent doctors working in general practice in December 2023, compared to December 2019.

I recognise the work that organisations like Good Business Charter do. It is important that the drive to get businesses paying on time, paying its staff the living wage, and making businesses more sustainable doesn’t just come from the Government.

I am keen that organisations like the Office of the Small Business Commissioner work with the Good Business Charter to help tackle late payments and help our Small Businesses grow.

To ask the Secretary of State for Business and Trade, what steps her Department is taking to support small and medium-sized enterprises in Suffolk.

The Government provides extensive business support for small and medium enterprises (SMEs), with over 40 offers of support available to all business including those in Suffolk.

Businesses in Suffolk can access support through GOV.UK, the Business Support Service and network of Growth Hubs. Government-backed financial support is available from the British Business Bank, including the Growth Guarantee Scheme, which has been extended until the end of March 2026.

The Government set out policy actions in the Prompt Payment and Cash Flow which was published alongside the Autumn Statement in November 2023. These actions include extending Payment Performance Reporting Regulations with legislation being passed earlier this month, ensuring that large businesses are required to report their payment performance.

The Start Up Loans Company provides loans and pre- and post-loan business support and mentoring to new entrepreneurs. Since the programme started in 2012, 917 loans have been awarded to start ups in Suffolk totalling over £9 million.

The Government’s recently launched initiatives supporting business:

  • The refreshed Help to Grow campaign and website creating a one-stop shop for SMEs to find the information they need to grow and scale up;
  • The Lilac Review to identify the barriers faced by disabled-led businesses and develop an action plan to remove them;
  • The Invest in Women Taskforce with the mission of making the UK the best place in the world to be a female founder.

To ask the Secretary of State for Business and Trade, what steps she is taking to help (a) prevent job losses and (b) create new employment in the biodiesel industry, in the context of the closure of Argent Energy in Motherwell and Wishaw constituency.

The Government has supported the uptake of low carbon fuels including biodiesel for 15 years through its Renewable Transport Fuel Obligation (RTFO) scheme. The RTFO sets targets for the supply of low carbon fuels and sustainability criteria, which these fuels must meet. Targets under the RTFO have increased year on year since 2018, providing a market for biodiesel producers.

In support of UK exports, the Department for Business and Trade (DBT) offers services to advise, support and promote British businesses to grow and export. DBT also provides services to secure inward investment into the UK for a variety of low carbon fuel technologies, supporting businesses throughout their investment journey.
