Asked by: Paula Barker (Labour - Liverpool Wavertree) Friday 13th September 2024 Question to the Foreign, Commonwealth & Development Office: To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, if he will make an assessment of the potential implications for his policies of recent Israeli military activity in the West Bank. Answered by Hamish Falconer - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) The UK is concerned by the Israel Defense Forces' (IDF) ongoing military operation in the occupied West Bank and attacks by Palestinian militants. We recognise Israel's need to defend itself against security threats, but we are worried by the methods Israel has employed and by reports of civilian casualties and the destruction of civilian infrastructure. The risk of instability is serious and the need for de-escalation urgent. As our statement on 30 August made clear, we continue to call on the Israeli authorities to exercise restraint, adhere to international law, and clamp down on the actions of those who seek to inflame tensions. |

Answered by Hamish Falconer - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) We continue to call on Israeli authorities to exercise restraint, adhere to international law, and clamp down on the actions of those who seek to inflame tensions. The Government is deeply concerned by the ongoing IDF military operation in the occupied West Bank and the attacks from Palestinian militants. It is in no one's interest for further conflict and instability to spread in the West Bank. The UK strongly condemns settler violence and provocative remarks such as those made by Israel's National Security Minister Ben-Gvir, which threaten the status quo of the Holy Sites in Jerusalem. The Foreign Secretary was clear with PM Netanyahu on his visit to Israel and the OPTs in July that the Israeli government must clamp down on settler violence and end settlement expansion. The UK has sanctioned eight people responsible for perpetrating and inciting human rights abuses against Palestinian communities in the West Bank, and two entities. We keep all these issues under review and continue to discuss them with our closest allies. |

Asked by: Julia Buckley (Labour - Shrewsbury) Tuesday 10th September 2024 Question to the Department of Health and Social Care: To ask the Secretary of State for Health and Social Care, whether his Department has made an assessment of the potential merits of NHS England underwriting leases for GP practices. Answered by Stephen Kinnock - Minister of State (Department of Health and Social Care) Under the GP Contracts, premises liabilities are the responsibility of the contractor. Overall contractual payments reflect this arrangement, with the National Health Service also reimbursing direct premises costs including rent, business rates, water, and clinical waste. There are 8,842 practice premises across England, of these, 51% are leased premises. The NHS is not a formal party to the leases on these properties. If NHS England were to consider a formal underwriting of the leases, legal advice notes, that would constitute a commitment, which would require capitalisation under the International Financial Accounting Standard IFRS16, and limited NHS capital budgets would have to be diverted to offset this commitment, in addition to the payment of rents against the properties. This would provide, in effect, a double payment of costs against the asset and would commit substantial capital funds to the exercise, limiting the ability of integrated care systems to invest in the primary care estate, address secondary and community care, mental health services, and critical and usual infrastructure maintenance requirements, significantly adversely affecting the overall investment plans for communities. As a result, NHS England considers that a formal underwriting of leases would not provide best use of public funds. |

Police Pensions (Employer Contributions) (Amendment) Regulations 2024 These Regulations amend the rate of contributions payable by police pension authorities in respect of police officers in England and Wales. Answered by None The Scottish Government remains committed to developing plans to deliver free breakfasts to all primary and special school children. The Scottish Government worked with AssistFM and the Improvement Service from September 2023 to June 2024 to map breakfast provision across Scotland at both local authority and school level. A survey of all primary and special schools showed that almost half are already delivering breakfast provision. We will use the information provided by this mapping exercise to develop plans to build on this provision in line with our commitment. In addition, we are delivering free or subsidised school age childcare through our Early Adopter Communities and Scottish Football Association ‘Extra Time’ projects, many of which include free breakfast club places for children from families most at risk of living in poverty. |

Due to restrictions in relation to legislative competence, the decision has been made to enhance public authorities' inclusive communication through guidance, tools, and training. A scoping exercise will identify existing resources and gaps, with new materials to be developed in collaboration with partners and informed by lived experience of using diverse communication tools and approaches. Answered by Allan, Alasdair - Acting Minister for Climate Action As one of the five main drivers of biodiversity loss and a barrier to nature restoration, the Scottish Government takes the control of invasive non-native species (INNS) seriously and we work with a range of partners to minimise their negative impacts. We recognise that more action is needed on tackling invasive non-native plants; as a key component of the Biodiversity Delivery Plan, we are developing an INNS Action Plan to better focus resources on preventing and tackling INNS where possible. In addition the Scottish Invasive Species Initiative (SISI) is tackling a range of invasive non-native plants including giant hogweed alongside water courses in an area of rivers of 29,500km2 within northern Scotland (approximately a third of mainland Scotland). Last year phase two of the SISI was awarded over £2 million under the Scottish Government’s Nature Restoration Fund. Phase two will run for three years and will focus on continuing the work to control and eradicate invasive non-native plants in current control areas as well as expanding this programme to many new downstream catchment locations. The Scottish Government is considering how climate change will impact the introduction and spread of INNS. INNS that pose a threat to GB are currently being assessed for addition to both the GB and Scottish lists of species of special concern. Once added to these lists these species will become subject to a range of restrictions. In 2021 the Scottish Government commissioned a horizon scanning study on INNS. This work involved analysis of pathways of spread of INNS into Scotland and is feeding into decisions on listing species. Horizon scanning will be repeated every five years and the next exercise will take place in 2026. |
