Question to the Department for Transport:

To ask Her Majesty’s Government who is responsible for funding surface road and rail access to major airports in England.

The Government expects, as set out in the Aviation Policy Framework 2013, the cost of any surface access works required solely to enable airport expansion to be met by the promoter.

Where proposed projects have wider beneficiaries, the Government will expect the airport operator to fund an appropriate proportion of the costs based on the direct benefits for the airport.
