Question to the Department for Environment, Food and Rural Affairs:

To ask His Majesty's Government, in light of the consultation draft of the first environmental delivery plan for Norfolk, what assessment they have made of the ability of private operators and nature markets to provide nutrient mitigation under environmental delivery plans at prices based on a 100-year discount rate of 2.05 per cent, when long-term commercial borrowing rates are generally 6 per cent or higher.

The draft Environmental Delivery Plan is currently subject to consultation. Further information on the approach to the discount rate for levy proceeds will be provided once the consultation concludes, either through the formal response to the consultation or subsequent communications.
