Network Rail’s Strategic Business Plan for the period 2014-2019 concluded that savings of between £438m and £1,128m could be made from closer working between Network Rail and Train Operators. The Department for Transport and the Office of Rail Regulation will be monitoring progress made towards securing these efficiencies as Control Period 5 progresses.
