Question to the Department for Transport:

To ask the Secretary of State for Transport, what estimate he has made of the cost to the public purse of improvements to surface access infrastructure at airports in (a) London and (b) the UK.

The Government expects, as set out in its Aviation Policy Framework 2013, that the cost of upgrading or enhancing road, rail or other transport networks or services where there is a need to cope with additional passengers travelling to and from an expanding or growing airport should be met by the promoter. Where proposed projects have wider beneficiaries, the Government will consider the need for additional public funding on a case by case basis.
