The Police and Crime Commissioner (PCC) for South Wales made representations for a National and International Capital City payment on 12 November 2014. The former Policing Minister concluded that there was not sufficient evidence to demonstrate that the demands arising from Cardiff’s capital city status were higher than other cities of a similar size. The PCC was invited to submit a detailed and fully costed business case to provide evidence of additional demand.
