A comprehensive approach was used to identify eligible HS codes for the British Industrial Competitiveness Scheme. Eligibility requires manufacturers to operate under an eligible Standard Industrial Classification (SIC) code and produce a product covered by an eligible Harmonised System (HS) code.

An initial list of HS codes was published for consultation, which identified further codes for consideration. Both the initial and suggested codes underwent a multi-stage assessment against the narrative definition of the relevant frontier or foundational industry and additional eligibility questions. Consultation responses and supporting research informed these assessments, which determined the final list of eligible HS products.
