The Department has defined a cluster for the purposes of the consultation on community pharmacy in 2016/17 and beyond as pharmacies in clusters of three or more, where a pharmacy is within 10 minutes’ walk of two or more other pharmacies. A 10 minute walk at an average speed of three miles per hour is equivalent to 0.5 miles distance.
