The Civil Service Commission is operationally independent and the exercise of regulatory functions (whether delegated or otherwise) is a matter for the First Civil Service Commissioner and the Commissioners.

The CEO is line managed by the Senior Sponsor with formal input from the First Civil Service Commissioner into their performance objectives and annual appraisals.
