Under the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014, lobbying that triggers an obligation to register with the Registrar of Consultant Lobbyists is defined as oral or written communications made personally to a Minister or permanent secretary; relating to government legislation, policy, funding or any other function; and which is made on behalf of a paying client.
