The Movement Assistance Scheme was a transitional arrangement for certain Sanitary and Phytosanitary (SPS) goods which ended on 30 June 2025.

Businesses continue to benefit from Windsor Framework arrangements for SPS movements, including the Northern Ireland Retail Movement Scheme and the Northern Ireland Plant Health Label scheme. Evidence since the closure of the Movement Assistance Scheme shows increased uptake of these arrangements, helping traders continue to move goods efficiently while maintaining appropriate biosecurity protections. The proposed SPS deal with the EU would remove the need for almost all such arrangements in future.
