My department has not made an assessment on the potential merits of capping insurance costs for young drivers, neither have we considered capping insurance costs for young drivers with black boxes installed in their vehicles.

I refer my Honourable Friend to my answer to his previous question on this matter (PQ 27029). As set out there, the setting of motor insurance premiums is a commercial decision for individual insurers.
