Higher education (HE) providers are autonomous and the department has no legal remit to determine how providers operate, including their timescales for issuing marks and degree classifications.

The Office for Students (OfS) is the regulator for HE providers. The OfS sets conditions of registration with expectations that providers should deliver what was promised to students.

If delays to the issuing of marks or degree classifications are inconsistent with published commitments, the provider could be in breach of consumer protection law. In these instances, students can make a complaint to the Office of the Independent Adjudicator. Further details are available at: https://www.oiahe.org.uk/students/how-to-complain-to-us/.
