Initial set up costs for the scheme are estimated to be in the range £48 million-£62 million. This includes the implementation costs for vehicle detection, charging and enforcement management services and the road infrastructure, traffic management and safety works. It also includes the internal project costs.

The estimated cost of operating the new system in the calendar year 2015 is £24.5m. This includes costs paid to the service provider (Sanef), third party costs, and the Highways Agency’s internal costs.
