Question to the Cabinet Office:

To ask the Minister for the Cabinet Office, what the status is of civil defence planning in relation to threats from Russian hostile actors.

The Government already has plans to manage the most severe risks to the UK, and constantly reviews a broad range of scenarios with allies and industry. The Home Defence Programme supports these joint efforts, delivering the various related commitments from the Strategic Defence Review, National Security Strategy and Resilience Action Plan. In the 2026 Annual Statement on National Resilience, the Government announced that we have accelerated our Home Defence Planning to reflect the complex, novel and interconnected risks that face the UK.
