The Home Office publish data on the number of notifiable offences recorded by the police in England and Wales that result in a charge or summons. However, it is not possible to identify the number of people charged or summonsed from the data centrally held. The latest figures including time series can be accessed here: https://www.gov.uk/government/statistics/police-recorded-crime-open-data-tables
