The UK Government has engaged with the Devolved Administrations throughout the process of exiting the EU. This has principally occurred through the Joint Ministerial Committee (EU Negotiations), chaired by the Chancellor of the Duchy of Lancaster, as well as other ministerial fora and bilateral engagement. The content of the White Paper was discussed at several ministerial meetings in the weeks preceding publication, specifically: two meetings of the Joint Ministerial Committee for EU Negotiations (chaired by the Chancellor of the Duchy of Lancaster) on 22 June and 5 July; and, two meetings of the Ministerial Forum for EU Negotiations (co-chaired by the Parliamentary Under Secretary of State for Exiting the European Union and the Cabinet Office Minister for Constitution) on 24 May and 27 June. Further information on these sessions can be found on Gov.uk. The devolved administrations also received embargoed copies of the White Paper in advance of publication.
