To ask the Secretary of State for Digital, Culture, Media and Sport, how many people used the Fundraising Preference Service in the last 12 months; and what recent assessment he has made of the effectiveness of that service.

The Fundraising Regulator, the independent non-statutory regulator of charitable fundraising, launched the Fundraising Preference Service (FPS) on 7 July 2017. The FPS enables people to more easily opt out of charity fundraising requests. For the first full year that the FPS has been in operation, it has had 6,619 unique users of the service with 19,583 requests to stop communication from specified charities. Over 25% of the requests were for a person other than the person making the request, indicating that the FPS is providing an important service to vulnerable and elderly people who may need other people to make requests on their behalf. The Fundraising Regulator has said that it intends to let the FPS to operate for another year before it reviews its effectiveness. This will also enable it to monitor the effect of the General Data Protection Regulation and the Data Protection Act 2018 on the way charities use data and consent rules to contact their donors and other supporters.
