Data on funding for HIV testing is not collected centrally. HIV testing services are commissioned by local authorities through the ring fenced public health grant. Most testing takes place in sexual health services and over a million people were tested for HIV in these services in 2016. This testing identified 2,358 new HIV diagnoses, a positivity rate of 0.2%. In addition, all health services are expected to test for HIV opportunistically when an individual presents with symptoms which may be indicative of HIV.
