We expect every report of sexual violence and rape to be treated seriously from the time it is reported, every victim to be treated with dignity, and every investigation and prosecution to be conducted thoroughly and professionally. The principle of operational independence means that the management of investigations is a matter for police forces under the direction and control of chief officers.

When a complaint has been made to the police, it is their responsibility to decide whether there are sufficient grounds to launch a criminal investigation. Ministers and officials are unable to intervene in individual cases or in operational decisions made by the police.
