Question to the Department for Education:

To ask the Secretary of State for Education, how many and which local authorities did not pass-through 93 percent of early years funding to early years providers in 2017-18; and which local authorities his Department expects will not pass-through 95 per cent of funding to early years providers in 2018-19.

For 2017/18, five local authorities applied to disapply the 93% pass-through requirement: Brent, Camden, Islington, Tower Hamlets and Wandsworth.

For 2018/19, three local authorities applied to disapply the 95% pass-through requirement: Camden, Islington and Tower Hamlets.

In 2017/18, all local authorities met the high pass-through rate apart from those who were given authority to disapply. Full detail can be found in the Early Years funding benchmarking too, available here: https://www.gov.uk/government/publications/early-years-benchmarking-tool.

Information on compliance with the pass-through rate in 2018/19 will not be available until local authorities’ planned budget information is published in Autumn 2018.
