Current law permits religious slaughter exemptions for halal and kosher production, allowing animals to be slaughtered without prior stunning. Recoverable stunning is also used in halal slaughter, where animals may regain consciousness if the neck cut is delayed or ineffective. We believe all animals are sentient and should receive the same welfare protection at slaughter, regardless of the intended market. The exemption should end and irrecoverable stunning should be required for all animals.
