Change review process for ongoing benefits for people with lifelong disabilities

Allow workers in the DWP to review the available case notes for people who have lifelong disabilities rather than require people with lifelong disabilities and their carers to attend repeated reviews.

There are some people who have disabilities from birth which mean they will not able to be part of the workforce and will rely on benefits. Making these people attend reviews when the system changes can feel dehumanising, humiliating and stressful for them and their carers. There are available notes for these people and they should be accessed by DWP workers rather than a person having to continually "prove" they are still disabled. The data is available and we believe attending reviews is unnecessary.
