We are asking government to take three steps. First, introduce statutory recognition of Hybrid Education Packages within education and SEND frameworks, allowing schools and local authorities to commission blended provision lawfully and confidently. Second, create a ring-fenced funding stream for hybrid packages, pooled across education, health, and justice budgets, with outcomes measured in attendance, attainment, wellbeing, and reduced police contact. Third, establish a pre-exclusion duty requiring schools to evidence consideration of a hybrid option before a child is permanently excluded.
