Establish an Independent Complaint Commission for health, social Care (Adult & Child), education & benefits, who can legally force services to take action. We don’t think current complaint mechanisms and arrangements are good enough.

The commission could have individual departments each one responsible for Social Care Adults, Social Care Children, Education, Benefits and Health.
