Introduce requirements to improve road safety - car colours and technology

Improve road safety by: 1) requiring all cars to be painted with hi-vis colours (yellow or orange) 2) requiring cars to have technology to limit the maximum speed of a vehicle to the applicable speed limit 3) requiring cameras and AI in cars to help stop mobile phone use while driving.
