Ministers, who are answerable to the public, cannot prohibit a protest, while the police can apply for an order to ban a protest.

We believe this is wrong and needs addressing in law, to enable ministers to make the decision when it is believed necessary, for example because of concerns that violence may occur or a protest will cause ongoing distress to a community.
