Allow National Highways officers to use blue lights and speed in emergencies

Give National Highways traffic officers the ability to use blue warning lights and exceed the speed limit to a maximum of 90mph to access time critical incidents. With more Smart Motorways, HATOs need the tools to gain access to incidents quicker and save lives. Saving lives should be a priority.

Even though National Highways Traffic Officers are often first on the scene of incidents on the strategic road network, dealing with anything from debris in the road which could cause an accident to major Road Traffic Collisions, they cannot use blue warning lights or exceed the speed limit. If you break down in a live lane, believe it or not, they have to stick to the speed limit, even when it's reduced for emissions!
