Change petition rules to allow petitions of no confidence in the UK Government

Petitions asking for a vote of no confidence in an individual Minister or the Government as a whole are against petition rules. This means UK citizens are at the whim of MPs to challenge standing government as we are unable to do so ourselves. Anger at #Partygate is at an all time high.
