Make a separate sex offender register for sex offenders that lack capacity to be questioned by the police or go to trial, where a court finds enough evidence of a sexual offence. Sex offenders are getting away with disgusting crimes against adults and children because the police can't question them.

Sex offenders are getting away with rape and sexual abuse because they lack the capacity to be questioned by the police or stand trial. They should be a separate sex offenders register made for these sex offender, with appropriate measures in place for offenders with neurodiversity. So the police can monitor them and put saveguarding procedures in place.
