Introduce legislation that prevents anyone from selling puppies, or other domestics pets reared for financial gain, from being allowed to trade without a licence, which requires extensive & regular background checks, welfare checks & monitoring of all breeders, owners & vets involved.

No breeder should be able to rear even a single litter without a license, as currently there is a huge inconsistency across how breeders of different animals are regulated.

Reforming how the sale of pets are regulated should ensure that the welfare of animals is adequately safeguarded, and there are accurate, detailed audit trails in place for the breeding and sale of all domestic pets.
