Home owners should be legally responsible for replacing blown down fencing that intrudes on another property, or repairing fencing to maintain a secure shared boundary.

If a neighbour's fence blows down or is in a very bad state (not secure) there is currently no way to force them to replace or repair it. If they own the fence it should be their legal requirement to replace or make good.
