New legislation from the government has changed the precedent that vehicles over 40 years of age are able to display a black and silver number plate. I want this to be reverted, so any historic vehicle that is tax and mot exempt (over 40 years old) can display the black and silver plates.

40 years of age makes a vehicle officially a historic vehicle, and therefore it already has a different status under law, allowing it to be tax and MOT exempt. The black and silver number plate would serve as a visual indicator of its changed status.
