Provide ring-fenced funds to all local authorities for locally appropriate versions of nationally planned baby and toddler's centres, where multidisciplinary practitioners can work and train together to meet the needs of all children from birth to three, and their parents.

Local baby and toddler centres could provide practical action to repair damage already done and seize the opportunity to build back better for our youngest children and their families.
