Make the use of outdoor heaters and cooling units illegal as they are an unnecessary use of energy and damage the environment. Due to the Covid-19 pandemic, this ban could come into force after this winter. Announcing a ban now should discourage people from buying new heaters now.

It should help reduce the amount of fossil fuels our country is using, make the UK more likely to meet the requirements of the Paris Agreement (2017), and make the UK a more environmentally-friendly country.
If it is too cold to sit outside, wear a coat or sit inside. France have plans to ban outdoor heaters and cooling units after this winter; we should do the same. Other colder countries, like Sweden, manage without outdoor heaters. They simply wear more layers.
