Following a consultation in 2017, there was overwhelming support for changes to the process for upgrading A2 motorcycle licences. The current situation forces young riders under 24 to have to pay again for another test, potentially unnecessarily.

There has been substantial debate about using an upgrade course (as an alternative to further testing), to allow riders to safely upgrade their licence without facing disproportionate charges. The Government should either automatically upgrade A2 motorcycle licences after a set amount of time, or put in place an easy-to-access, low cost process to upgrade A2 licences.
